FSSAI licence or registration is administered by the Food Safety and Standards Authority of India and governed by the Food Safety and Standards Act 2006 (FSSAI ACT 2006).
The purpose of the FSSAI Act is to regulate and monitor the manufacture of food items, distribution, storage, sale, and import to make sure food products are safe for human intake.
Broadly, there are three categories in which every food business operator is required to register to operate as a food business operator.
FSSAI Licence types
Category 1 — FSSAI registration. For new applications from 1 April 2026, the general turnover band is up to ₹1.5 crore. Check FoSCoS for the food activity and any separate condition.
Category 2 — State licence. The general turnover band is above ₹1.5 crore and up to ₹50 crore. Activity-specific rules may require a licence regardless of turnover.
Category 3 — Central licence. The general turnover band is above ₹50 crore. Importing and certain other activities may require a Central licence regardless of turnover.
Apart from the classification of food business operators based on the amount of turnover, certain business classifications will be based on quantity.
Government Fees Structure for FSSAI
Government fees depend on the activity and licence category. Registration is generally ₹100 per year; State licence fees vary by activity, and a Central licence is generally ₹7,500 per year. Confirm the amount shown in FoSCoS before payment.
