If you are starting a business in Chennai, you may be asking: do I need GST registration now, or can I wait until my turnover grows?
Turnover matters, but it is not the only thing. You may also need to register if you sell goods to another State or sell through an online marketplace. The same applies if you run a temporary stall in another State or fall under a compulsory category.
This guide shows how to check whether you need GST registration in Chennai. It also covers when to apply, the documents, how long it takes, the fees and whether voluntary registration is worth it. Registration gives you a 15-character GSTIN (Goods and Services Tax Identification Number).
With regular GST registration, you can issue GST tax invoices, collect GST on taxable sales and claim eligible credit on purchases. You must also file the required returns. Consider both the benefit and the continuing work before registering voluntarily.
When is GST registration compulsory in Tamil Nadu?
For a new business, start with the total value of goods sold and services provided during the financial year. This is your turnover, not your profit.
Your situation | Is GST registration required? |
|---|---|
Taxable services, or goods and services together, above ₹20 lakh | Register once total turnover under the same PAN crosses ₹20 lakh, unless registration is needed earlier under a compulsory category. |
Only eligible goods sold within Tamil Nadu | The exemption can cover turnover up to ₹40 lakh. Register when turnover crosses ₹40 lakh, unless a compulsory category applies earlier. |
Selling goods through Amazon, Flipkart or similar platforms | A conditional exemption can apply to small sellers who sell only within one State. See the e-commerce section below. |
Only exempt or non-taxable goods or services | Usually not required just because turnover crosses ₹20 lakh or ₹40 lakh. |
Taxable services below ₹20 lakh, with customers in another State | Not required just because the customer is in another State, unless another rule applies. |
Taxable goods sold to another State | Usually compulsory whatever your turnover, with some specific exemptions. |
Temporary stall or exhibition in another State (casual taxable person) | Special registration is needed before you start. See the table of compulsory categories below. |
Below the limit but wanting to register | You can register voluntarily. See the voluntary registration section below. |

The ₹40 lakh limit is not for every goods business. It does not apply to ice cream, pan masala, tobacco and certain bricks and tiles. If you sell services as well as goods, the ₹20 lakh limit usually applies. There is a narrow exception for certain exempt interest income. Goods-only registration exemption
Goods business example: A Chennai shop sells household goods only within Tamil Nadu. Its turnover is ₹32 lakh in 2026–2027. If its goods qualify for the ₹40 lakh exemption and no compulsory rule applies, it need not register. If it also starts a taxable repair service, goods and services are counted together against a ₹20 lakh limit. It must then register.
Service business example: A Chennai design firm provides taxable services only within Tamil Nadu. Its turnover is ₹18 lakh in 2026–2027, so it need not register if no compulsory rule applies. Once turnover crosses ₹20 lakh in that year, it must apply within 30 days.
How do you calculate turnover for GST registration?
Before applying, check all your business activities under the same PAN, not just the business for which you want a GSTIN. Add their turnover across India, including taxable sales, exempt sales, service income and exports. Separate business names do not give you separate turnover limits.
Example: A proprietor provides consulting services through two businesses in 2026–2027:
Calculation for 2026–2027 | Amount |
|---|---|
A. Consulting receipts from the first business | ₹14,00,000 |
B. Consulting receipts from the second business | ₹9,00,000 |
C. Total turnover under the proprietor’s PAN = A + B | ₹23,00,000 |
Normal limit for services in Tamil Nadu | ₹20,00,000 |
You must register because the combined turnover is above ₹20 lakh, even though each business is below it.
If you start with exempt sales and later add taxable sales, include both when checking the turnover limit.
Do freelancers and businesses with interstate customers need GST registration?
A Chennai consultant earning ₹12 lakh in 2026–2027 can serve clients in Bengaluru and Hyderabad. Having clients in another State does not by itself force registration. The usual ₹20 lakh limit for services still applies, unless another compulsory category applies. Interstate-services exemption, Notification 10/2017
For taxable goods, interstate sales normally need registration even below ₹40 lakh. Some exemptions exist, such as for certain handicraft goods.
A customer in another State does not mean you need a GSTIN there. A branch or warehouse in that State can need a separate registration.
Can you sell through Amazon or Flipkart without GST registration?
Some small sellers can sell goods through Amazon, Flipkart and similar marketplaces without a GSTIN. They must meet these conditions:
- Turnover within the registration limit in both the previous and the current financial year.
- No interstate sale of goods.
- Platform sales within one State or Union Territory only.
- A PAN, and enrolment on the GST portal before starting platform sales.
Example: A Chennai seller with turnover of ₹15 lakh in both 2025–2026 and 2026–2027 sells eligible goods only within Tamil Nadu. The seller can use the exemption after completing GST portal enrolment. Interstate goods sales are not allowed under this exemption. Official e-commerce registration exemption
Service platforms have different rules. For certain services booked through an app, the platform pays GST. The registration requirement depends on the service provided, not simply the name of the app.
When is GST registration required below the turnover limit?
Some activities require registration even below the normal turnover limit. The main categories are:
Category | What to know |
|---|---|
Casual taxable person (temporary stall, exhibition or event) | A seller doing temporary business in a State without fixed premises may need this registration. Apply at least five days before starting and deposit estimated GST. Certain handicraft sellers have exemptions. |
Non-resident taxable person | A person based outside India making taxable supplies here normally applies at least five days before starting and deposits estimated GST. |
Seller of taxable goods to another State | Usually compulsory whatever the turnover, with some specific exemptions. |
Person who must pay GST under reverse charge | For some purchases, the law makes the buyer pay GST directly instead of the seller. This is reverse charge. It can require registration even below the limit. Ordinary purchases do not. |
Person who must deduct TDS or collect TCS under GST | Certain organisations deduct GST from supplier payments (TDS), while covered e-commerce operators collect GST TCS. They need the relevant special registration. |
Agents and input service distributors | An agent who issues invoices for taxable goods for another business may need to register. An office that passes on credit for service purchases to other GST registrations of the same business needs input service distributor registration, where the rules require it. |
Example: A Hyderabad furniture seller takes a ten-day stall at a Chennai exhibition without a fixed business premises in Tamil Nadu. The seller needs casual taxable person registration in Tamil Nadu before starting sales.
Should you register voluntarily before reaching the turnover limit?
Consider whether your customers need GST invoices and whether purchase credit will benefit you. Registration also brings regular return-filing duties.
Business situation | Practical consideration |
|---|---|
Most customers are registered businesses requesting GST invoices | Registration may help you meet their buying needs. Their credit still depends on their own eligibility and correct reporting. |
Most customers are consumers comparing the final price | Check whether you can add GST to your price or must absorb it. |
The business pays substantial GST on eligible purchases | Compare the credit you can claim with the tax and filing duties that registration brings. |
Few purchases, low turnover and occasional business | Registration may add regular work without a matching business benefit. |
Example: A consultant charges a consumer a fixed total of ₹1,18,000. After registration, at an assumed GST rate of 18%, this becomes ₹1,00,000 for the service plus ₹18,000 GST. If the customer will not pay more, the consultant must absorb GST within the agreed price.
Once registered, you must follow the GST rules even if you registered voluntarily or later fall below the turnover limit.
When should you apply, and what is the effective registration date?
Normally, apply within 30 days of becoming liable for GST registration. Casual and non-resident taxable persons usually apply at least five days before starting business.
Applying on time affects your effective date. GST portal registration guidance
Event in an ordinary registration example | Date |
|---|---|
Business becomes liable to register | 1 September 2026 |
Application submitted within 30 days | 15 September 2026 |
Registration granted | 22 September 2026 |
Effective registration date | 1 September 2026 |
In this example, GST applies from 1 September 2026, not just from the certificate date.
If you apply late, registration usually takes effect from the date it is granted. Tax for the earlier period is still due. For an on-time application, you can issue revised invoices for taxable sales between the effective date and the certificate date, within one month of the certificate date. Effective-date rules

Prepare documents for both the applicant and the business premises.
- Proprietorship: proprietor’s PAN, identity proof, Aadhaar authentication details, photograph and address proof.
- Partnership firm: firm’s PAN, partnership deed, partner details and a letter authorising the person who submits the application.
- Company or LLP: the entity’s PAN, incorporation details and the documents of the directors, partners and authorised signatory.

Premises | Documents for the premises arrangement |
|---|---|
Owned premises, including an owned home office | One suitable ownership record, such as a property tax receipt, municipal record or electricity bill. |

Can you get fast-track GST registration under Rule 14A?
Rule 14A gives automatic registration to eligible applicants. Their expected GST on monthly sales to registered customers must be no more than ₹2.5 lakh. This includes CGST, SGST or UTGST, IGST and compensation cess. Aadhaar authentication is needed.
Example: Expected monthly sales to registered customers are ₹10 lakh at an assumed 18% GST. The GST is ₹1.80 lakh, which is within the limit. Use the GST on those sales before deducting purchase credit; do not compare the sales value itself with ₹2.5 lakh.

Our experience with GST registration in Chennai
In applications we have handled, GSTINs have been issued in about 3–4 hours in straightforward cases. This is after Aadhaar authentication is done and the ARN is generated. It is our experience, not a guaranteed approval time. Verification and queries can add time.
If your business needs to exceed the Rule 14A limit, apply to withdraw from that route. Your GST registration continues after withdrawal. GSTN withdrawal advisory
What if Aadhaar authentication is not completed?
For Aadhaar OTP verification, use the mobile number or email linked to Aadhaar. If biometric verification is requested, complete the required visit and document checks at the GST Suvidha Kendra. The ARN is generated only after those checks are completed. Applications made without Aadhaar authentication may require physical verification and take longer.

57th GST Council recommendations on GST registration
On 8 October 2026, the GST Council recommended changes to make GST registration simpler. These are recommendations. Each needs a rule change, instruction or portal update before it applies, so follow the current rules until then. Source: Official Council press release
- Documents: a circular listing the documents needed, with FAQs and drop-down document choices in the application form.
- Changes to registration details: most changes would be accepted automatically, except a change of principal place of business. For Rule 14A taxpayers, that change would also be automatic. The ₹2.5 lakh limit was not changed.
- Proposed Rule 14B: small e-commerce goods sellers could register using the platform’s warehouse address in a State where they have no physical presence. The proposed limit on monthly credit is ₹2.5 lakh. Stock transfers between separate registrations of the same business are excluded.
- Cancellation: automatic cancellation in phases, after pending returns and dues are cleared.
